NEW YORK CITY–Newly released New York City Center for Animal Care & Control shelter surrender numbers gave Companion Animal Network founder Garo Alexanian cause for celebration on February 4, 2012–and a message for Yerevan,  the capital city of Armenia.

“After five years of virtually unchanged numbers of dog and cat surrenders to the CACC,”  Alexanian said,  “the total dropped by 15%,”  or nearly 6,000 animals,  “during 2010,  the first full year that we operated our Low Cost Vet Mobile,  and fell another 9% in 2011,  our second full year.” Read more

WASHINGTON D.C.— Convicted in District of Columbia Superior

Court of misdemeanor attempted cruelty to animals on October 31,
2011,  anti-feral cat ornithologist Nico Dauphine was on December 14,
2011 sentenced to do 120 hours of community service,  spend a year on
probation,  and pay a fine of $100,  with 180 days in jail suspended.
Dauphine is prohibited from volunteering or working with cats during
her time on probation.  A security camera caught Dauphine allegedly
trying to poison cats on March 2,  2011.  Employed at the time by the
National Zoo,  Dauphine has authored papers attacking neuter/return
feral cat control which have been distributed and cited by the
American Bird Conservancy and the Wildlife Society. Read more

LOS ANGELES–“There is progress in Los Angeles!” exulted City
of Los Angeles Animal Services general manager Brenda Barnette on
January  5,  2012,  anticipating the imminent transition of the idle
Northeast Animal Care Center from a costly liability to an operating
asset,  run by the Best Friends Animal Society.

“The contract between the city and Best Friends for the
operation of an adoption and spay/neuter services center at the
Northeast Animal Care Center in Mission Hills was completed over the holiday break,”  elaborated city spokesperson Jason Killeen.  “Our goal is to have the facility open to the public by the end of

PETA view more nuanced than Christian Science Monitor report that it favors horse slaughter

WASHINGTON D.C.–Perhaps PETA founder Ingrid Newkirk played
the horse slaughter issue for publicity,  and perhaps she was just
misrepresented.

Either way,  though,  the PETA position on the November 18,
2011 USDA budget bill rider that lifted a federal ban on horse
slaughter for human consumption  turned out to be more nuanced than a
November 30,  2011 Christian Science Monitor article headlined
“Lifting horse slaughter ban:  Why PETA says it’s a good idea.”
“In an interview with the Monitor,”  wrote Monitor staff
writer Patrik Jonsson, “Newkirk said the US should never have banned
domestic horse slaughter.” Read more

BUCHAREST--Romanian animal advocates fear that a new national
animal control law ratified on November 22,  2011 by the national
Chamber of Deputies will initiate dog population control killing at a
pace unseen since then-Bucharest mayor Traian Basescu in April 2001
unleashed the most notorious dog pogram since the fall of Communism.
Basescu has since 2004 been president of Romania,  elected in
part because the 2001 dog killing helped to establish his reputation
for enforcing law-and-order.  The Chamber of Deputies is dominated by
the Democratic Liberal Party,  of which Basescu is a founder.  The
Democratic Liberal Party collected half a million petition signatures
in support of the new animal control law before bringing it to a

KYIV,  KHARKOV—“Let us stop the deaths of poor stray dogs
for half a year and build shelters together,”  Ukrainian environment
minister Mykola Zlochevsky told media on November 17,  2011.
“This is a fantastic victory for Ukraine,  its citizens,  and
its animals,”  declared John Ruane,  director of the British
organization Naturewatch.  Ruane had for two years organized an
international campaign in support of Ukrainian animal advocates’

Carlisle is expected to end a city contract which since 2005 has paid
cockbreeders Pat and Jose Royos of Royos Farm in the Waiahole Valley
$480,000 to field complaints about feral chickens and roosters

scrapped House-approved language prohibiting the use of USDA funds
for horse slaughter inspections while reconciling differing House and
Senate versions of the “mini-bus” Agriculture,
